CALL FOR PROPOSALS FOR PROJECTS TO BE SUPPORTED UNDER KIIWP2 – RAB SPIU / PROJECTS FUNDED BY THE INTERNATIONAL FUND FOR AGRICULTURAL DEVELOPMENT (IFAD)
Kilimo Trust, in partnership with the Rwanda Agriculture and Animal Resources Development Board (RAB) and the Ministry of Agriculture and Animal Resources (MINAGRI), through the KIIWP2 project funded by the International Fund for Agricultural Development (IFAD), hereby invites individual farmers, farmer groups, cooperatives, private companies operating in Kayonza District to submit project proposals. These proposals should seek matching grants within the value chains of the following crops: maize, soybeans, beans, sweet potatoes, potatoes, cassava, rice, vegetables, and fruits.
Eligible projects for matching grants must focus on:
The projects to be supported (4) must be well-prepared and implemented across all sectors of Kayonza District.
Interested applicants are required click on “View Requirements” option at the bottom of this page and submit their proposals from 11/05/2026 to 29/05/2026.
Submitted proposals will be reviewed to ensure alignment with the objectives of RAB SPIU/KIIWP2-funded projects. Applicants whose proposals meet the criteria will be informed of the next steps.

INVESTMENT WINDOWS AND THEIR MATCHING GRANT CEILINGS.
OPPORTUNITY 1: Medium processing plant
a. Eligible investments: Medium processing plant involed in value chain of maize, soybean, beans, sweet potatoes, potatoes, cassava, vegetables, and fruits.
b. Eligible applicants: Farmer cooperatives, agribusiness companies, and joint ventures between private companies and cooperatives.
c. Grant support: 40% matching grant for agribusiness companies and joint ventures, and 50% for cooperatives.
d. Grant ceiling: RWF 217,550,000 for Medium Processing Plant.
e. Crop Insurance Support: Applicants under this category are also eligible for crop insurance support of 40% for companies and joint ventures, and 50% for cooperatives, with a maximum support amount of RWF 7,251,500.
f. Number of Projects to be Supported: At least 2 projects for Medium Processing Plant.
OPPORTUNITY 2: large warehouse
a. Eligible investments: Large storage facilities with a minimum capacity of 1,500 tons.
b. Eligible applicants: Farmer cooperatives, agribusiness companies, and joint ventures between private companies and cooperatives involved in value chains of maize, soybean, beans, and rice.
c. Grant support: 40% matching grant for agribusiness companies and joint ventures, and 50% for cooperatives.
d. Grant ceiling: RWF 217,550,000 for large storage facilities with a minimum capacity of 1,500 tons.

A) For farmer cooperatives
1) Letter signed by all members confirming willingness to invest jointly
2) Copy of National ID of group representative
3) RCA registration certificate
4) Land title in name of applicant
B) For companies
1) National IDs of shareholders / promoters
2) RDB registration certificate
3) Land title in name of applicant
4) Agreement between company and farmers
5) Proof of 3 years of experience in agriculture
C) For joint ventures
1) Letter signed by all members confirming willingness to invest jointly
2) Copy of National ID of group representative
3) RCA registration certificate
4) Land title in name of applicant
5) Agreement between company and farmers
6) Proof of 3 years of experience in agriculture
NB:
1) Land must be in name of applicant and located in Kayonza District
2) Building a large storage have gives a high chance
IMPORTANT NOTES
1) Selected applicants with promising proposals will be visited and be notified for the next stage
2) Approved applicants will sign contracts with Kilimo Trust.
3) Applicants must implement their own contribution within two (2) months from contract signing.
4) After verification and valuation of the applicant’s investment, Kilimo Trust will disburse the grant.
5) Both applicant and Kilimo Trust will pay directly to the supplier/contractor engaged by the applicant.
