BUSINESS PROJECT PROPOSAL / BUSINESS IDEA IDENTIFICATION FORM
CALL FOR PROPOSALS FOR PROJECTS TO BE SUPPORTED UNDER KIIWP2 – RAB SPIU / PROJECTS FUNDED BY THE INTERNATIONAL FUND FOR AGRICULTURAL DEVELOPMENT (IFAD)
Kilimo Trust, in partnership with the Rwanda Agriculture and Animal Resources Development Board (RAB) and the Ministry of Agriculture and Animal Resources (MINAGRI), through the KIIWP2 project funded by the International Fund for Agricultural Development (IFAD), hereby invites individual farmers, farmer groups, cooperatives, private companies operating in Kayonza District to submit project proposals. These proposals should seek matching grants within the value chains of the following crops: maize, soybeans, beans, sweet potatoes, potatoes, cassava, rice, vegetables, and fruits.
Eligible projects for matching grants must focus on:
- Small-scale irrigation using solar energy or motorized systems
- Agriculture machinery
- Construction of maize drying shelters
The projects to be supported must be well-prepared and implemented across all sectors of Kayonza District.
Interested applicants are required click on “View Requirements” option at the bottom of this page and submit their proposals from 04/05/2026 to 29/05/2026.
Submitted proposals will be reviewed to ensure alignment with the objectives of RAB SPIU/KIIWP2-funded projects. Applicants whose proposals meet the criteria will be informed of the next steps.

INVESTMENT WINDOWS AND THEIR MATCHING GRANT CEILINGS.
OPPORTUNITY 1: Small Scale irrigation Technologies
a. Eligible investments: Drip Irrigation System, Sprinkler Irrigation System, Hydrants with hose pipes, Gated pipe System, Rain hose (Rain hose) Irrigation System, Portable Rain Gun (Small-scale), and other means of technology
b. Eligible applicants: Individual famers, Group of famers, Cooperative of famers, agribusiness companies, and joint ventures engaged in mentioned value chains in Kayonza District
c. Grant support: 50% on Cooperative, Group of famers, Men above 30 years, 70% to women & youth and 40% to companies and joint venture matching grant.
d. Grant ceiling: RWF 10,150,000 to women & youth RWF 7,250,000RWF Cooperative, Group of famers, Men above 30 years, and RWF 5,800,000 for companies and Joint venture.
e. Conditions:
i. The company must prove active engagement with Kayonza-based farmer cooperatives (e.g. signed contracts/ agreements, invoices, delivery notes, or payment evidence).
ii. The investment must be implemented within Kayonza District.
f. Number of projects to be supported: At least 25 most viable projects in this category will be supported.
OPPORTUNITY 2: Mechanization.
a. Target crops: Maize, Soybeans, Beans, Sweet potatoes, Irish potatoes, Cassava, Rice, Vegetables, and Fruits.
b. Grant support: 50% on Cooperative, Group of famers, Men above 30 years, 70% to women & youth and 40% to companies and joint venture matching grant.
c. Grant ceiling: RWF 10,150,000 to women & youth RWF 7,250,000RWF Cooperative, Group of famers, Men above 30 years, and RWF 5,800,000 for companies and Joint venture.
d. Eligible investments: Agriculture Mechanization Equipment’s (land preparation, planting, crop protection, harvesting, infield transportation tools and equipment)
e. Eligible applicants: Individual famers, Group of famers, Cooperative of famers, agribusiness companies, and joint ventures engaged in mentioned value chains in Kayonza District.
f. Number of projects to be supported: At least 25 most viable projects will be supported.
OPPORTUNITY 3: Drying shelters
- Target crops: Maize and Soybeans
- Grant support: 50% matching grant.
- Grant ceiling: RWF 14,503,500
- Eligible investments: Improved drying shelters
- Eligible applicants: Maize and soybean farmer cooperatives operating in Kayonza District.
ELIGIBILITY REQUIREMENTS
A) Individual Famers
1) Request letter signed by the individual farmer
2) Intent commitment form
3) Copy of National ID
4) Land title or/and lease agreement of 5yrs after application for matching grant located in Kayonza District
B) For farmer cooperatives
1) Letter signed by all members confirming willingness to invest jointly
2) Copy of National ID of group representative
3) RCA registration certificate
4) Land title or/and lease agreement of 5yrs after application for matching grant located in Kayonza District
C) For companies
1) National IDs of shareholders / promoters
2) RDB registration certificate
3) Land title or/and lease agreement of 5yrs after application for matching grant located in Kayonza District
LAND REQUIREMENTS
For investments requiring land :
1) Land must be located in Kayonza District
2) Copy of valid land title or lease agreement notified
3) Lease agreement’s duration should not be less than 5 years from the date of matching grant request.
IMPORTANT NOTES
1) Selected applicants with promising proposals will be visited and be notified for the next stage
2) Approved applicants will sign contracts with Kilimo Trust.
3) Applicants must implement their own contribution within two (2) months from contract signing.
4) After verification and valuation of the applicant’s investment, Kilimo Trust will disburse the grant.
5) Both applicant and Kilimo Trust will pay directly to the supplier/contractor engaged by the applicant.
